This series comprises records either generated or compiled and retained by the American Lutheran Church's (ALC) Commission on Negro Missions. Records are from 1932-1951 with the bulk dating from 1940-1950. Types of records include handwritten and typewritten business correspondence, budgets, financial statements, meeting minutes, conference proceedings, circular letters, activity reports, parochial reports, pamphlets, a constitution, educational curriculum, and topical papers, addresses, and essays. Subject matter includes cooperative relationship between the commission and the Evangelical Lutheran Church; statistical reports concerning individual African American congregations, annual conferences of pastors and church workers serving African American congregations; building projects, the writing of a history of ALC mission work among African Americans; and an educational course offered to young African American men wishing to enter the ministry. Not every folder labeled "conference" includes minutes and proceedings from a pastors' conference and a church workers' conference. While most of the correspondence was authored by the Rev. Ervin E. Krebs, superintendent of the commission, there are a few letters written to the Rev. Herman G. Schulz, who served as president of the commission. Files are arranged alphabetically.

The ALC met as a delegate body biennially in October, the time and place of which was determined by the president and Board of Trustees. All boards and standing committees sent their reports to the president at least sixty days before the convention, so that he could have them printed and sent to the delegates twenty days before the biennial meeting.
